The Ukraine is a wonderful country from which to adopt children. This is Carolina Hope's longest running program.
Who can adopt?
The Ukrainian government places few restrictions on who can adopt. In
general, if you have an approved home study and approval from Immigration and
Naturalization Services, then the Ukrainian government will also approve you.
Adopting a child with special needs?
For those interested in
adopting a child with special needs such as a child with a cleft-palate, a
missing limb, Down syndrome, or other serious physical or mental affliction,
the fee for one child is $7,250,...$2,500 for a second child with special needs, if they are siblings.
If you feel that God is leading you in this
direction, we will be glad to discuss the situation in the Ukraine and
selecting such a child once you are there.
What age children are available?
Primarily toddlers and older children are available, but will probably be one year or older at assignment.
How long does it take to adopt?
After you are BCIS (Bureau of Citizenship and Immigration Services) approved, you travel in about 4-6 months as only 10 families per day from around the world can go to the National Adoption Center. Although this means that families now must wait an extra month or two before they can travel, it also means that families are receiving more personalized attention at the Center. Therefore, it
takes about nine months from the time that you start the process
until the time that you come home with a child.
How is a child assigned to me?
Ukrainian law does not permit agencies to provide pictures or videos of

This process is done very compassionately.
You describe the age and sex of
the child you want. You are shown a picture of a child, and then you get to
meet that child. If the child does not meet your health expectations, then
you may select another child. The Ukrainian government wants you to be very
sure that this is the child you want.
What are the advantages of adopting from the Ukraine?
The Ukrainian program is a popular program because the costs are very
reasonable and the process moves very quickly.
Many families like the country's policy of
requiring the parents to select their own children.
Who must travel to Ukraine to get the child?
Both parents need to travel to the Ukraine. The stay is about three weeks.
What are the expenses?
Ukrainian adoption fee is $11,500. These fees, however, do not include your housing, food and transportation, your home study reports, BCIS approval, visas, and authentication of paperwork in the US Other expenses associated with such an adoption usually average about $7,000--$8,000.
If you adopt a sibling group, the fee is $3,000 for the second child.
What is the Process?
A. Complete home study and I 600 A Form and receive BCIS (Bureau of Citizenship and Immigration Services) approval.
B. Gather documents for your dossier and submit them to CAROLINA HOPE
Christian Adoption Agency for certification.
C. Your dossier is translated and sent to Kiev, Ukraine, to the International

E. Select your child and adopt the child the following week.
F. Travel to Warsaw, Poland, to the US Embassy to receive your child's visa.
G. Bring your son/daughter home to the United States!
