Who can adopt?

Couples and single women can adopt. For couples adopting, there must be no more than a forty-five year difference between the age of the child and the younger spouse. Both boys and girls are available. Usually the waiting time for the assignment of adopting a boy is faster.

What age children are available?

Children are usually 6 months and up at the time of the adoption. The average time for an adoption is 6-9 months from the time your application has been approved.

What are the steps in the process?

The steps for doing a Russian Adoption:

1. Complete an approved application. Contact our office to have one sent to you or you can download the application.

2. Apply with BCIS (Bureau of Citizenship and Immigration Services) we will send this form to you.

3. Contact a licensed adoption agency in the state where you reside to do conduct your home study. South Carolina families will receive this information with the approval of their application.

4. Complete the forms: Petition to adopt.

5. Complete the rest of your dossier.

6. Travel to visit your child.

7. Return to Russia to adopt your child.

$11,000 to $16.500 depending upon age of child, plus expenses.

What is the Process?


This program has been established in St. Petersburg, Russia since 1993. Once your file is submitted to the Adoption Center in St. Petersburg, you are given an assignment of a child; you may wait longer if you want an infant girl. In general, boys and toddlers are readily available. Next the child will be taken to the Euro Medical Clinic to be given a physical (Denver Developmental test and blood tests) and bloodwork (Hepatitis, Syphilis, and HIV). Shortly after your child is assigned to you, you travel to the country to meet your child. Upon acceptance of the child, papers are filed and a court date is set. You then travel in about 5-6 weeks to adopt your child. Your child will be seen again at the American Medical Center in Moscow before obtaining the child's visa.
